Applying for a FIDA License
 
INTRODUCTION

This Service Guide is prepared by the FIDA for all persons, natural and juridical, who are engaged in the grading/baling, processing/manufacturing, classifying, buying and selling of Philippine Commercial fibers.

This Guide aims to provide basic and salient information on licensing to the above mentioned fiber participants, to enable them to comply with the requirements on the filing of applications for licenses provided in the FIDA Revised Administrative Order No.1.

Likewise, the prescribed streamlined procedures and timelines in the issuances to our stakeholders are provided herein.

 

ANY PERSONS, NATURAL OR JURIDICAL, ENGAGED IN ANY OF THE FOLLOWING ACTIVITIES IS REQUIRED TO SECURE A LICENSE:

1. Grading and baling commercial fibers wether for domestic and/or foreign consumption;
2. Buying fibers for their mother companies;
3. Buying and selling fibers for domestic and foreign consumption;
4. Processing/manufacturing fibers into semi-finished or finished fiber based or finished products wether for     domestic or foreign consumption;
5. Converting semi-finished or finished products into other forms;
6. Classifying fibers at grading/baling establishments (GBEs), Class A traders or processing/manufacturing     plants.

1. Secure application forms and list of     requirements from the FIDA     Provincial/Regional Office where your     business in located

2. Submit duly accomplished application     with documentary requirements, for     review/verification

3. Ocular inspection and evaluation of     premises/facilities of the applicant to be     conducted by the Licensing Officer     within 30 hours from the date of filing

1. Secure application form from FIDA     Provincial/Regional Office where your     business is located

COMPLIANCE REQUIREMENTS
For New Application:

1. Documentary
          a. Corporation or Partnership
              1. SEC Registration Certificate
              2. Tax Clearance
              3. Mayor's Permit
              4. Company's Profile
          b. Sole Proprietorship
              1. Certificate of Registration by the BTRC (optional for applicant in far-flung barangay)
              2. Tax clearance
              3. Company's Profile with List of Officers
          c. Cooperative
              1. Certificate of Registration by the CDA
              2. Tax Clearance
              3. Mayor's Permit
              4. Company's Profile with List of Officers


2. Equipment, Facilities and Other Requirements:

          GRADING/BALING ESTABLISHMENT (GBE)
          - Atleast one (1) baling press
          - Storage of not less than 850 sq. m. (for abaca). For other fibers, any area sufficient to fill customary classification             and storage requirement maybe considered adequate
          - One (1) metric weighing device with certificate of periodic calibration
          - Storage space with segregation partition for other commodities


          BUYING STATION
          - One (1) weighing device with certificate of periodic calibration
          - Certification from mother company that the firm is under it
          - Adequate storage for fibers


          TRADER EXPORTER
          - One (1) weighing device with certificate of periodic calibration
          - Adequate storage with segregation partition in case other commodities are stored in the same warehouse


          LOCAL TRADER
          
- One (1) weighing device with certificate of periodic calibration
          - Adequate storage with segregation partition in case other commodities are stored in the same warehouse


          PROCESSOR
          
- Adequate processing/manufacturing area and storage for fibers with segregating partition in case other              commodities are also stored in the same warehouse
          - One (1) license classifier if utilizes uninspected fibers
          - Written description on how fibers are utilized


          CLASSIFIER
          - Certification of good moral character by the Chairman of the Barangay where applicant resides
          - Certification of passing the practical examination on fiber classification conducted by FIDA
