A Memorandum of Agreement between the Local Government Units and the Fiber Industry Development Authority (FIDA) has to be approved stipulating the following:
That FIDA shall:
1. Lead in the implementation of the "Abaca Disease Management Project";
2. Coordinate and conduct meetings with the municipal and barangay Local Government Units and all abaca farmers

3. Provide supplies and materials such as green-label chemicals, protective gadgets, and sprayers for abaca virus eradication;
4. Provide farm workers with incentive to undertake virus eradiction activities;
5. Hire through job orders contractual technicians to supervise, undertake, monitor and evaluate the conduct of virus eradication activities; and
6. Undertake other activities to achieve its targets.
That LGU-Cooperator shall:
1. Assist in the information campaign on the importance of abaca diseases in all agriculture-related meetings;
2. Mobilize the the Municipal Agriculture Office, including other appropriate regulatory agencies in regulating and monitoring the movement, and transporting of abaca planting materials from place to place;
3. Incorporate abaca as one of the major crops in their Municipal Agriculture Development Program with yearly allocation of funds.
